In this research study, a dynamic multi-criteria group decision-making (MCGDM) problem in linguisticneutrosophic frame has been executed with uncertain weights prescribed on the decision-makers. Here, thenotion of dynamic MCGDM problem is introduced to synchronize the different COVID wave attacks in theIndian scenario and selection of the best preventive measure advised by various experts. In different wave surges,the outcome of the waves changes along with the nature of the corona variant. Thus the adaptation of dynamicMCGDM problem is very much relevant in this concern. Exponential aggregation operator has been fabricatedin the linguistic neutrosophic frame and TODIM (TOmada de Decisao Interativa Multicriterio) technique is usedto compile the data. Our numerical simulation and sensitivity analysis reveal that the alternative “Masking”is the best preventive measure through out all the three COVID wave scenarios in India. Finally, the resultsobtained through our method are compared with other existing techniques and it is observed that our executedtechnique is compatible and coherent with other methods with some extra flexibility and features.
