4.1. Ways to realize rural revitalization in Gansu
The issue of agriculture and rural farmers is an extremely important issue in the process of realizing rural revitalization. In a region like Gansu with a special geographical environment and a special humanistic background, it is more necessary to start from the actual local conditions, through the implementation of financial innovation, and combining with the local rural characteristics to develop a financial system that conforms to the production model at the time, and meet the people’s financial needs [11]. Demand, provide better public services in the social and public fields, improve infrastructure construction, continue to strengthen rural forces, give full play to local advantages to expand the market, the government provides support and escort for agricultural development, and use technology to continuously develop modern agriculture. Properly handle the problems of agricultural and rural farmers and realize rural revitalization [12].
On the basis of the existing rural market entities, develop more updated entities participating in rural market activities, create higher-quality and higher-level rural market entities, strengthen the organization and standardization of rural market entities, and Service organizations can better serve the market players and establish a good interest-linking mechanism [13]. Support many main participants and departments in the market to continuously innovate various income-generating situations to obtain benefits, form a good distribution relationship, and give play to the market's regulatory relationship in benefit distribution. To ensure sufficient food supply and food security to maintain a good food market order, we must adhere to the minimum purchase price of agricultural products, guide farmers to continuously improve the quality of agricultural production, and promote the marketization of agricultural production.
Financial innovation is an opportunity faced by rural areas, and it also poses a certain degree of challenges for relatively backward and conservative rural areas. In order to mobilize the enthusiasm of financial innovation in rural areas, and to deal with and deal with some problems that may arise, it is necessary to regulate the business model to a certain extent and build a good legal system. Financial innovation is also a technical issue, which requires government intervention to a certain extent, through its own guidance or the introduction of professional talents for certain guidance, to eliminate the possible problems of financial innovation and reduce various commercial risks. In addition, the local government should increase the intensity of interference, guide farmers to actively construct agricultural mutual insurance organizations, and provide subsidies at the technical level and financial aspects, so that agricultural mutual insurance organizations can become permanent organizations, in order to prevent possible occurrences in agricultural mutual insurance institutions [14]. Corruption, farmers participating in the organization under the guidance of the government should improve their knowledge and skills and awareness of integrity, the government continues to improve the level of supervision and farmers actively participate in the supervision of agricultural mutual insurance organizations, and truly give full play to the agricultural mutual insurance organizations. The imbalance in the supply of public services is the biggest problem in public services in rural areas. The public services provided by the government are far from meeting people's needs for public services. Based on people's demand for public services, through the improvement of relevant identification mechanisms, we can understand what kind of public services people need, and continue to increase the supply of public services [15].
To develop agriculture, we must first face up to the importance of rural areas and farmers. Only by comprehensively improving the knowledge and quality of farmers can we promote the harmonious development of the whole countryside [16]. The government has strengthened its intervention in the training of agricultural personnel, improved the agricultural education system in line with the local social conditions, and regularly organized training for agricultural personnel, increased training content, and diversified the training content. In addition, it can provide assistance to agricultural industry personnel. Carry out targeted training to cultivate professionals with strong professional qualities in a certain field, and continuously improve the ability and level of farmers.
4.2. Exploration of the development of rural characteristic towns in Gansu
Under the guidance of relevant policies, characteristic towns in Gansu have gained new development space. The development of China’s rural areas is very uneven and insufficient. The main manifestations are: low-quality agricultural products have a high supply and low demand, agricultural products cannot meet people’s demand for high-quality agricultural products, and the added value of agricultural products and their quality are compared with other products.
The development of characteristic towns has greatly promoted the development of local tourism and the tertiary industry. The development of characteristic towns is oriented to provide tourists with characteristic rural experiences, and attracts many tourists to come for corresponding experiences. Judging from the gender of the survey subjects, 49.60% of male tourists enter the characteristic towns and 50.40% of women. From the age of the survey subjects, in order to ensure the scientific rationality and reliability of the survey results For reference, tourists of all ages are selected for investigation and research; the education level of the surveyed varies, but most tourists have a certain level of education, but in general, the education level of tourists varies greatly; The income level of the visiting group is at a relatively high level, which can roughly meet the needs of tourism and is conducive to the development of the tourism industry.
4.2.1. Investigation of reasons for choosing small town tourism
Through the investigation and analysis, it can be seen that traveling with relatives and friends, traveling alone, and working collectively account for a relatively high proportion. People have a new choice for play outside of study and work-characteristic towns, showing a new development trend, the tourism development of characteristic towns is a great impetus for tourists to arrive in characteristic towns for various reasons, as shown in Fig. 5. From the perspective of the degree of influence of different reasons on people’s choice of town tourism, the media has the promotion of the characteristics of small towns in this area is not an important reason for people to come here. Similarly, with the development of online platforms, the promotion of information related to characteristic towns has affected the arrival of people to a certain extent, but compared with media promotion played a lesser role.
After analyzing the reasons for tourists to visit, it is not difficult to find that there are many factors that have an impact on the frequency of tourists’ arrival, mainly including architectural style characteristics, the historical and cultural heritage of the city itself, the beautiful ecological environment, and the place from a historical perspective. The unique difference between the landscape and other landscapes, as shown in Fig. 6, the tourist-type characteristic town builds its own characteristics from the local humanistic feelings, industrial characteristics and architectural styles to attract more tourists.
4.2.2. Investigation on the development status of characteristic towns
Through analysis, it can be seen that most tourists spend relatively little time in characteristic towns. Most of them return on the same day and stay in a small part for two days. From this it can be seen that the need to improve the attractiveness of characteristic towns is a relatively important issue. We further conducted a survey on the expectations of tourists in developing the same type of characteristic towns based on the interviewed samples (see Fig. 7). In the development of tourism-oriented industries, the selection was made according to the frequency of tourists visiting the towns, focusing on the industrial development status and ecological resources as well as the town’s living environment, sanitation, fashion and creativity, etc., attract more tourists.
More than half of the local residents maintain a relatively negative attitude towards medical services, as shown in Fig. 8.
There are two main problems in local medical services that have caused local residents to be dissatisfied with medical services. First, the non-standard setting of drug prices and the lack of relatively uniform standards have led to a huge price difference for some conventional drugs; second, local medical services cannot meet all the medical needs of local residents, and local hospitals can only treat small For serious diseases, cross-regional treatment is required, and cross-regional treatment will cause problems in the attribution of rural medical reimbursement, which may increase the burden on residents or cause residents to not receive reasonable treatment within a certain period of time.
