With the frequent occurrence of extreme global weather and the rapid advancement of urbanization, the problem of urban waterlogging is becoming increasingly severe. This paper proposes new multi-origin and multi-destination maximum flow models by combining objective programming method with graph theory. Through these models, we have achieved an idealized design of urban drainage systems, an intelligent adjustment for drainage systems, and a low-cost optimization and improvement methods for pipeline networks. The related results based on a certain area in Changchun City indicate that the models proposed in this paper not only have strong real-life application value in the designing of urban drainage systems but also have more general applications in other fields such as traffic flow and logistics supply chain planning.
